Welcome once again to our weekly update column. We are in the fourth quarter of the 2016 – 2017 Financial Year. As the Matatiele Local Municipality, we have continued to record tangible success in our quest to make the lives of the people of Sweet Matat sweet.

Repairs and maintenance of potholes underway

Following an outcry with regards to potholes in and around the Matatiele Local Municipality area. We are happy to announce the appointment of three contractors, currently fixing our roads in ward 19.  Sekhutlong, Hozani Magxobani and Seal are the contractors given the responsibility to repair and maintain these potholes. Some started in March 2017 and others in April 2017 and they all to be done towards the end of May 2017.

We apologise sincerely for the inconvenience caused and appeal to the public to be patient with us.


The Municipality through the Special Programmes Unit delivered sewing material to a women led project at ward 18, Creative Network Sewing Project.  The project was established in 2015 and it is situated at Bhubesi location in ward 18. They are operating at Bhubesi J.S.S using the classroom which was allocated to them by the school principal. The project is registered as a co-operative under the DTI act. It is an ongoing business, that seeks capital funding to secure business assets and it will seek funding from government and private sectors. It is a non-profit organisation that aims to create self-sufficiency amongst its members. They use the factory style of working.

Receiving material provided to them by the municipality, Ms Cynthia Nzimande said their objectives are to, sell products amongst the community and the Matatiele community at large, create jobs for their community, to encourage use of the skill, alleviate poverty and to give customers maximum satisfactory.

Mayor of Matatiele Local Municipality Cllr Momelezi Mbedla joined the Minister of Education Ms Angie Motshekga, Eastern Cape MEC for Education Mr Mandla Makupula & ANDM Executive Mayor Cllr Mehlomakulu to honour and award the class of 2016 NSC Matric in the Alfred Nzo District.

At the ceremony held on the 07th of February at Umzimvubu Town Hall KwaBhaca, the Alfred Nzo District Municipality awarded the 2016 NSC matrics for flying the ANDM flag high.

The learners were awarded laptops, tablets, certificates, smart phones and vouchers ranging between R5 000 to R20 000. The main aim of the ceremony is to congratulate district learners for representing the District well through their outstanding performance. This is also a platform to inspire them to aim high and reach greater heights as they transition to institutions of higher learning.

Once more His Worship the Mayor of Matatiele Local Municipality made a clarion call to all education stakeholders to focus on strengthening quality education from Grade R and the Foundation Phase as a whole.

The education our children receive from our schools must allow communities to benefit positively from it. That will in turn shape their personalities, and ensure they become responsible citizens in life, said Cllr Mbedla. His worship added that, whatever path one takes, it is important to stay true to oneself. He emphasises the need for hard work and sheer determination to unlock the doors of success.

The MLM Mayor called on the Department of Education and Minister Motshekga to organise Education Summit to address all challenges facing education system in the district.

Among the award recipients were Anelisa Marwanqana from Mariazell High School who received three awards in the categories of the overall individual per Local Municipality,best performed student in Physical Science and the Top Performing Leaner in the Alfred Nzo District.  StMonicas High School was position 3 as the best performing school in the District. Nyaniso SSS was awarded the best performing school from Historically Disadvantaged Institutions (HDI).

King Edward High School was the overall winner by scooping nine awards in the following categories: best performed student in Physical Science and Accounting; best performed school in Mathematics, Physical Science and Accounting; top teachers in Mathematics, Physical Science and Accounting and position one in the district as the best performing school. Maluti District received special accolades as the best performing district in the Alfred Nzo region.

Minister Motshekga challenged Maluti District to ensure that they find strategies to get back to the top 5 in the Province.

I am not going to congratulate the Maluti District, because 4 years ago you were in the top 5 but today they are dwindling. Nationally your league as we speak is amongst the top 5 and that is where you belong, she said.

Departments of Basic Education and Rural Development & Agrarian Reform together with the Matatiele Local Municipality on Tuesday 27 February 2017, launched the first agricultural school in Matatiele after 1994. This in order to strengthen the realisation of providing skills and job creators.

Moorosi Agricultural High School at Fiva, Ward 18 was officiated by the MEC of Education in the EC Mr Mandla Makupula accompanied by the Mayor of Matatiele LM Cllr. Momelezi Mbedla. Named after Chief Moorosi of Ludidi Traditional Council, the new school is accommodated at Phakade School. This after the building was left vacant due to the rationalisation of schools for effective teaching and learning.

Welcoming attendees, His Worship Cllr Mbedla stressed the fact “the school is not only meant for Fiva community. This village serves as a host and should accommodate everyone from the province and throughout the country”. He said the municipality will support the school in all forms to ensure the vision of “where nature, agriculture and tourism are investments of choice” is realised.

The school has more than a hundred learners enrolled. Necessary farming and business development skills to be provided will boost the economy of Matatiele.
MEC Makupula encouraged parents to play a pivotal role in the education of their children. “We plead with everyone present here today to work together to ensure that the education system in the province is turned around. Teachers should teach and learners must take their education serious,” he said.

To ensure that the school starts its operations, the department handed over 5 Bonsmara Heifers, 2000 seedlings, protective clothing i.e work suits, sanitary towels, implements and chicks amounting to more than R50 000.

The school offers the following subjects: Agriculture, Agricultural Management & Practise, Mathematics & Science.
“We are waiting for the Department of Rural Development & Land Reform to assist in purchasing a farm where we will construct a state of the art school,” concluded Makupula.

The South African Social Security Agency (SASSA) in partnership with Matatiele Local Municipality with the Department of Health, DEDEAT, Department of Social Development and other government departments joined hands as partners in taking government to the people through an Integrated Community Outreach Programme (ICROP).

The ICROP was held in Mangolong village (Ward 24) on the 09th of February 2017. The programme is geared at bringing various government services closer to rural communities as guided by government’s Batho Pele principles.

ICROP is the programme mandated by government to reach different wards in the remote areas of the Eastern Cape and embark on a number of service delivery innovations to improve the quality, effectiveness and efficiency of its services.

The agency and the Department of Social Developments conducted household profiles in the ward, which revealed that many of them live below the poverty line. Some of the challenges identified prior to the programme include: Most children do not have birth certificates; children living with disabilities not accessing special schools; high rate of drug abuse; unemployment is rife; lack of knowledge about HIV/AIDS and crime related activities are witnessed.

As a short-term intervention, the agency coordinated all partners to take services to the people of Ward 23 and handed over out 200 food parcels to address the immediate needs of the identified households. SASSA, the Department of Home Affairs, DEDEAT and other government departments rendered services as well as provided information to local communities.

The Ward Councillor of Ward 23 Cllr. Sicelo Maphasa appreciated the opportunity offered to the rural communities. “Government should strengthen the communication with communities and in doing so they must work together to ensure that services are not duplicated and that is the real Intergovernmental Relations”, he said.

As part of promoting transparency and public participation in municipal programmes, the mayor of Matatiele Local Municipality together with the Executive Committee Members accompanied by General Managers will on 9th May 2016 table their departmental programmes live on Alfred Nzo Community Radio. The Programme will be broadcast live from 06h00 to 09h00 during the AM Live Show. Members of the public are encouraged to send through their questions on the SMS line, 39001 and start with the word ANCR. Questions will be read live on air.
